Phillip graduated from Hastings College of the Law in 1985 and has focused his practice on healthcare clients in transactional, regulatory and general business matters. He worked for the Hassard Bonnington firm for 28-years before joining Kessenick Gamma & Free, LLP in June 2014. Phillip serves as general counsel to most of his clients acting as the primary contact for all legal matters and providing comprehensive legal services to various closely held businesses involved in healthcare delivery.
Phillip’s clients include medical groups, health plans, medical professional liability insurers, professional associations, as well as other organizations involved in the provision of health care services. Phillip counsels medical groups and individual physicians on compliance with California and federal self-referral and anti-kickback laws as well as payor and facility contracting issues, medical practice consolidations and other various compliance matters. In the regulatory field, Phillip handles Knox-Keene Act and Department of Insurance licensing and compliance. He also advises numerous nonprofit organizations regarding tax exemption and related matters.
